Ealing Common and Upminster Depot Upgrade
Transport for London

Project Overview
£115 million depot upgrade program delivered between 2020 and 2021, supporting critical rail infrastructure improvements across London’s transport network.
What Acuity Did
Acuity provided commercial leadership within Transport for London, overseeing contract administration, cost analysis, claims management and dispute resolution across a complex multi-disciplinary delivery environment. We led the forensic review of more than 50 contractor accounts to test entitlement, validate cost positions and ensure alignment with governance and financial controls.
Acuity also supported the client in the assessment, negotiation and settlement of disputed claims, combining detailed quantum analysis with a clear commercial strategy to strengthen TfL’s position in negotiations. A revised procurement strategy was introduced to improve competitiveness and cost transparency, shifting engagement from Tier 1 to Tier 2 suppliers. Structured commercial reporting further improved visibility of claims exposure, risk position and cost performance, giving the client stronger control over commercial outcomes and dispute resolution pathways.
Acuity’s Value Add
Through disciplined commercial governance, detailed quantum analysis and robust negotiation support, Acuity helped reduce contractor claims from £78 million to £47 million, securing savings of more than £30 million. Our work improved transparency, strengthened the client’s evidentiary position and enabled more efficient resolution and settlement of claims, while also protecting longer-term commercial relationships.
